For countertops use 3 4 inch plywood beneath the backer board.

																	If your cement backer board is smooth and flat you may need to tape the seams and fill in any low spots i can t see any reason why you couldn t apply vinyl flooring over it. 
																	Never install new tiles over existing tiles or onto an unprotected wood or plywood floor. 
																	Cement board also provides an additional layer over a plywood or particleboard subfloor adding stiffness to the tile.
